At the same time, biosphere reserves are not sufficient financial support from federal and / or regional budget, making it difficult to move toward the target strategy Seville. Efforts made for more financial support from the own activities do not always have the desired results. To increase the efficiency of the Russian biosphere reserves, the participants recommend: Found in the European Association of Biosphere Reserves Russia and improve their draft constitution (responsible - MN Brynskikh, Oka-Terrace Park, and VP Novikov, Ugra Biosphere Reserve) for Biosphere Reserves Association: a) to initiate a special edition electronic registration and the creation of joint databases, and b) the practice of annual meetings of experts of biosphere reserves, local government leaders and business representatives, and c) to prepare a letter to the regions and Minister for Natural Resources to get the promotion and increase financial support for Biosphere Reserves, contact the Department of Natural Resources Russian protected areas: a) initiate the development of the official status of Russian Biosphere Reserves, and b) to prepare a special form for the annual reports of biosphere reserves, which should reflect the specifics of their activities and objectives of the Seville Strategy, c) to consider organization of a special division within the Department of Natural Resources Russian PAs who will work directly on Biosphere Reserves, Biosphere Reserves Coordinating Councils - to the practice of bilateral and multilateral agreements on cooperation with regional partners to achieve goals; ask Russian MAB Committee, UNESCO Moscow Office, the Government of the Republic of Tatarstan, to find financial support for the publication of the Seminar in Russian and English to ask Russian MAB Committee and the UNESCO Moscow Office to send letters to the governors and representatives of the President in the regions where the biosphere reserves, to highlight their important role in ensuring the sustainable development of the subjects and regions Russian Federation, as well as the need to support them; ask UNESCO to support the nomination Volga-Kama National Park to the list of the world's biosphere.
